As described by Virginia Commonwealth University, Employment First is not a program or a plan, it is a movement that aligns and supports the philosophy that all people, including persons with complex support needs, are presumed capable of competitive integrated employment. In 2012, Virginia established the Employment First Initiative to raise expectations, implement better practices, and align policies to promote employment for all.

RISE Services has a wealth of human services knowledge specifically helping individuals with disabilities obtain and maintain competitive employment. RISE Services has experience with implementing CARF values and standards while providing exceptional services. What is Employment First?

Employment First means that employment in the general workforce should be the first and preferred option for individuals with disabilities receiving assistance from publicly-funded systems. 

Simply put, Employment First means real jobs for real wages.

  • At RISE Services, our vision is that one day that anyone who wants to work, can work competitively no matter their abilities.  Our mission is to assist people with varying abilities earn competitive wages utilizing evidence-based methods.
  • We are appalled and heartbroken by the murders of George Floyd, Ahmaud Arbery, Daunte Wright, Breonna Taylor, Rayshard Brooks, and so many more black and brown men and women who lost their lives to racism and bigotry at the hands of police officers. They deserve justice.
  • Systemic racism is deeply embedded in our past and present society. We recognize that racism prevents progress toward a fair, effective judicial system, an equitable education system, an equitable employment system, an adequate, responsive social service system, and a just, representative democracy.  COVID-19 has shed even more light on the massive inequities for Native American populations and other communities of color whose root causes are deeply connected to systemic racism.
  • As an organization dedicated to provide solutions to help solve problems affecting people of color, we seek to learn from our community and colleagues about best paths forward. We continue to value evidence, collaboration, strategy, excellence and, especially, integrity.

    • Research how race determines outcomes in housing, education, democracy, criminal justice, health and economic mobility and determine how we can be part of the solution.
    • When something is wrong, speak up. If you see something wrong, say something.
    • Review policies and procedures to ensure that they are created fair and equitable. 
    • Review of our work through a race/gender equity lens.
    • Furthering our own staff’s knowledge and understanding around Diversity, Equity and Inclusion.
